It is a cart or trolley bag, and is designed to fit the Sun Mountain push cart, which it does very well. It seems to be a high quality bag, and I am very pleased with it.
I have converted from carrying to a bag on a push cart, and it has made the game much more enjoyable for me. I can carry extra water, extra balls etc. with no thought of the weight.
